Below is a message from the Director of Timekeeping regarding PLD/ALD carry over days. As some of you have noticed
an incorrect number on your carry over days since the 1st of the new year. According to Mr. Isom they are aware of the
issue and are working on fixing it.

With the new year, and the early close completed on Jan 1st, we are experiencing programming issues with forwarding
correct day counts to 2010.
We are aware of the issue, and the technology services team is in the process of making the corrections to the
employee accounts.

Attached is the Tentative On Property Agreement. GC Pat Williams will be in town on Dec. 10th to discuss this tentative
agreement as the ballots will be due back into the BLET National by Dec. 17th.
We will also go over this agreement at our regular Division meeting on Tuesday Dec. 1st.

Attached for your ready reference and review is a tentative agreement between BLET and BNSF which was reached this
week in Ft Worth. Along with that very important document is a synopsis of the proposal which will accompany the ballot
to each member. A letter to your respective desks conveying our personal feelings and approach to this project is also
attached.
The ratification package is presently in the National Division Headquarters being processed and is to be distributed via
USPS late next week. The deadline for the ballots to be returned is December 17, 2009. As always, the packet should
contain all the usual instructions for filling out the ballot. Please stress to your members that during almost every vote,
ballots are discounted due to a member not following these very simple directions and we certainly want every vote to
count.
Each General Chairman will be contacting each of their respective local chairmen and divisions to further educate them
as to the contents of the proposal. Use these documents to formulate any questions you may have in the interim.

This is the AAR Association of American Railroads website that produces a monthly report of rail traffic that they refers
to as "Rail Time Indicators". They put out a monthly report that gives the current rail traffic volumes as well as a
projection of rail traffic into the future. It is about 25 to 30 pages of data that they gather to project rail traffic.
